The Covid-19 pandemic has accelerated digitization, revealing its complexities. While digital technologies are vital for post-pandemic recovery, their deployment lacks awareness of associated risks. The IT economy is not merely a new sector but is transforming existing industries, akin to past industrial revolutions.

 

Since 1975, a new technical system combining microelectronics, software engineering, and networked connectivity has emerged. To address the challenges posed by this system and envision a digital new deal, there's a need to understand the new digital economy and update our doctrines.

 

This requires a significant shift, akin to the Westphalian turning point, although immediate change may be unlikely. Nonetheless, it's crucial to initiate new initiatives and lay the groundwork for future transformations.
